Please avoid too much back and forth when it comes to things like bounty posters.  To a certain point, responding creatively to a bounty poster can contribute to the game, but there is a risk of becoming ridiculous if not done with some maturity.  

//Also, The Howling One is an NPC by the bar, and if I recall aren't DM's the only ones allowed to take actions for static NPCs? Correct me if I'm wrong here.

Despite the posters being ripped down, which may inconvenience the few dwellers who can actually read, most whispers and murmurs are still about the "Drain war" and the recent rumor of a bounty of one hundred and fifty thousand fang on the head of Underboss "Skinny" Fredek. Things are tense, to say the least.

In other news, wary words are traded over the sorceress who recently arrived in the Drain, and was taken into the Scorned.

[The Drain was a hotbed of activity tonight with all manner of caliban, freak, outlander and outlaw stopping by. A Borcan woman brought down exotic equipment, an outlander woman brought steel arms and armour, and a few others came and went. Even Nym brought out his special collection of poisons, and Reds held a small auction for a few Borcan weapons. It was a good evening for both people watching and looking for exotic goods.]

After the raving success of the Undermarket that was held a little while back, the latest news from the lived in sewer tunnels known as the Drain is that a new group has rented out and taken up residence in the western meeting room that had fallen into disuse lately, formerly having been used as the Drain Hospice. Since then a few more robed and hooded figures have been sighted around the Drain, they generally seem to stay out of the way and mind their own business.

More commonly in the recent days, rumours of activity in the Drain have been spread. Groups of people moving in and out on a daily basis, and exchanging coin, though beyond that the rumours tend to dilute into unfathomable, or silly hypotheses of what they're doing.
