Sand in the Eyes Should be a Free Action

I feel like for the feat to actually be viable I shouldn't stand there for an entire round (about 6 seconds) preparing to throw sand in someones eyes, to then, do it, and then wait another round to actually start attacking. It just reads like something that would happen almost instantly.

Yeah, id be more concerned if it was spammable but the cool down on it is pretty long. Can you only use it once/10 rounds period or once/target/10rounds?

Once in general per cool-down. It's not target based.

and if it's in your pockets, then you gotta make sure you don't mix up any pocket lint with it...

So in Har-Akir it is a free action, and everywhere else not on a beach you need to prep in advance.  Sort of like how we do with spell components where.... oh wait, nevermind.

I would agree if you could use it every round but what were you doing for the last 54 seconds? Picking your nose?
