OCR / Outcast Hostility not present in Degannwy

Outcasts are not permitted in Degannwy. Er go, they should have outcast - hostile guardsmen NPCs there also.

However, even with hostile OCR in the region, the NPCs in Degannwy are not hostile at all.

AFAIK OCR has just... not been implemented in many places it should have an effect and you're supposed to memorize where and play accordingly

Okay, but OCR is a system on this server, and it isn't working as intended in Degannwy.

Deggy doesn't have OCR, Outcasts and any that would not be welcome in Vallaki are not permitted entry into the Grove. Doing so without a DM present would be ignoring NPCs. The sign outside mentions as such ICly as well.

The best way to assess if NPCs would react is to examine your PC, if you're in the red, then NPCs would react, even if at the moment they don't because of system limitations.

If outcasts are not welcome, then I agree with this. Also, the signage in Deg does not actually contain the proclamation at this time.

A sign was added for the purpose of such announcements, but at least as of two days ago, the actual announcements were not present.

The reason Outcasts aren't welcome in Degannwy is because it is not a settlement under it's own authority.  It is a Barovian settlement that pays taxes to the Count like any other and thus has to follow the Count's laws.

That being said I do think OCR should be properly set up in all Domains, even if I think the system is not great overall.

Correct.  It answers to Svari Ionelus, according to DM guidance I received in the past, and is, therefore, subject to the same policies as Vallaki.

In light of that, I should think its defenders should have the same OCR reactions as Vallaki Garda.

Yes, it is a system and half-implemented system. That was my point.

I agree with this sentiment. It appears to be somewhat common.
