Each item has a cap on the maximum price. The final bid will never go over that maximum amount.
If more than one person bids the maximum price then they roll the dice to see who gets to purchase it at that price.

Where: In the tavern in Dvergeheim, the dwarven Mine/Smithy/Fortress near Vallaki.
Directions: From the Warehouse district of Vallaki, take the road south, into the mountains. Follow the signposts to Dvergeheim. Enter Dvergeheim and take an immediate left. The tavern is immediately on your right.
