Bard Song/ Song of the heart

I'm a Level 13 Bard, with an active 22 Perform and Song of The Heart. When I cast Bard song I only get +4 Skill points when I thought with the Song of Heart feat it should be +5
Perhaps the feat's bonuses were affected with an update?

I've tried recreating this (same level, perform) and can't recreate it. I get the +5 bonus.

So I was falsely under the assumption that you had a d20 added to your perform check to determine your final perform total. I must have moved some equipment and brought myself to 20skill on testing and thought i'd at least get 1 from a d20. Obviously not the case, thanks for the response you are correct, with a 21 starting perform it gives me the +5
