What:
In POTM, Dispel Magic (as per the 3rd level spell) acts as follows:
This spell attempts to strip all magical effects from a single target. It can also target a group of creatures, attempting to remove the most powerful spell effect from each creature. To remove an effect, the caster makes a dispel check of 1d20, +1 per caster level (to a maximum of +10) against a DC of 12 + the spell effect's caster level.
This means that, at best, a dispel magic cast can roll a 20+10 to a total of 30. Spells cast by a 19th level or higher caster will have a DC of 31 (12+19), and therefore, be undispellable by a regular dispel - and will require greater dispelling or disjunction (1d20+15 and +40 respectively).
However, as it stands, a regular dispel magic when cast by a non-PC enemy will result in the dispelling of effects cast by a 19th level or higher caster.
Recreate:
Step 1. Be level 19 or higher.
Step 2. Cast an effect on yourself.
Step 3. Get dispelled by an enemy capable of such (e.g Greater Harginn in Hazlan - Den Forhenvaerendman - Infernal Ruins - The Lava Bridge).
Step 4. Wail in despair as it works.
