Circle of Healing I Scrolls

I don't know if this is a bug, or intentional, but I figured I'd bring it up.

I found a Scroll of Circle of Healing I, it's Innate level is 4th level, but for some reason the scroll is caster level 5, instead of caster level 7 which would be the minimum caster level needed to cast the spell.

Is this intentional? Or an oversight? I'm not certain, but I thought I'd bring it up just incase!
