Nasaud Guards Massacre'd own villagers

Was on a run exploring and arrived in Nasaud.

Immediately the guard AI started bugging out, and I saw them run into the town itself and start killing the women, men and animal citizens of the village.

Is this expected behavior, and should I treat it ICly?
