Bank for Sithicus

Add bank for sithicusian towns.

Made it elf friendly, non elf charging more.

Add storage to Har Thelen.

That way sithicus core PCs are not depandant on foreign domains with their property, and also with planned added crafting stations in update they would not need to shuffle all in and out of domain.

I believe all these things are already included. Or most at least. This isn't the first time this has been suggested.

I propose it after discussion with Prophet. He said he does not know how to make banker and that i also shall ask on forum. We talked of it 3 weeks back and i posted it with delay  :roll:
