This notice is posted on every public board in the City of Lights, the author's signature large and bold.
After I put down the anarchist terrorist La Flambeuse I was gladdened to see that her craven and bloodthirsty sprees of violence had come to an end, that she had no active accomplices willing to continue her vile deeds. This relief is tainted, however, by the discoveries made after the anarchist breathed her last. The fiend was renting a room in the Ouvrier, the key to which I found in a search of her corpse. At the bidding of the presiding officer of the Gendarmerie Nationale, Cavaliere d'Argenti of Marcinera, Domina Tacita, and I made to search and secure the premises to ensure she did not have one last laugh. Inside were not the explosives or traps I expected, but the crazed woman's plans. Sheaves of paper strewn over every surface, every one of them a testament to the villain's hatred and ambition. I have reproduced documents salient to this notice below.
Among her plans to strike prominent targets of her ire, however, was a board detailing individuals she planned to or was in the process of blackmailing. Thankfully only two names were on the board. One, the artist Odette Cloutier, had not yet been threatened before I stopped her plans. The other name was Emile Vouivre, a gentleman of the nobility. Shamefully her board makes clear that Monsieur Vouivre had paid her tribute - a fact I confirmed on discovery of a cheque from Monsieur Vouivre in the amount of seven thousand solars. That cheque is now in the hands of the Gendarmerie. Worse, letters to "Loulou," now known to be an alias of La Flambeuse, make clear that this tribute was offered freely in exchange for La Flambeuse avoiding Monsieur Vouivre's properties and businesses - one of which was Le Gage d'Amour, the basement bakery inside the tenements. Monsieur Vouivre at minimum correctly identified the alias of a terrorist and arranged contact on at least one occasion and failed to alert the proper authorities, nor even bounty hunters.

The timing of you wanting these specific pistols and La Flambeuse robbing me of such a pistol while exclaiming it is perfect, despite its value being far below the previous demand, makes me believe you are the same person.
If you are, know that I will not tell anyone. Instead, considering your need for money, firearms, and explosives, I would like to discuss the possibility of my paying you tribute in exchange for you to refrain from violence against myself and my businesses. Such as not placing barrels of blackpowder outside a certain basement.
Please come to that basement, where we may talk in private. I'm trusting that you see the benefit of this deal, and you will not kill me.
If you are not La Flambeuse, then disregard this letter. I will not do business with you.

As a sign of good faith for our personal dealings I will meet with you at a place and time of your choosing.
Well informed readers may remember that La Flambeuse attacked Le Gage d'Amour regardless but the only people who paid the price for Monsieur Vouivre's folly were his partners in the Ouvrier. Let the example of Emile Vouivre serve then as a lesson: there can be no negotiation with anarchists and terrorists. No good faith is possible with monsters who view indiscriminate slaughter as acceptable. To try is not only to sully oneself, but to invite disaster.
Some may try to downplay the terrorist's schemes and deeds. In answer I will leave you with the further scrawlings of her own hand, as well as my oath that the vile fiend had a detailed plan to carry out her madness against the very seat of the Republic's government itself - one that I refuse to reproduce here for security's sake.
The evidence is clear. Emile Vouivre cleverly discerned the identity of a terrorist and then not only failed to tell anyone but actively sought to fund her campaign of terror and slaughter in exchange for protection. How many attacks did she carry out after Emile Vouivre discerned her alias? How many attacks could his solars fund? We'll never know if she might have been stopped sooner had he carried out his moral responsibility. I call on Monsieur Vouivre to answer for his disgraceful behavior unbecoming of a member of the nobility of this Republic.
