Not being able to see under the covers, this is all guess work on my part, based, however, on experience (and some understanding of programming).
It is likely that something was changed that caused the re-examining of the height OCR modifier. This modifier is probably not constantly checked because height is not something that changes very often. It could be checked as part of the leveling up process because a comprehensive check of OCR might occur at that time.
When this was reported, EO probably added the feedback message so the cause would be more clearly understood.
Hence, same cause both times but message only in the later case.
