Overpriced Skeleton Keys?

The Black Market vendor in Port-a-Lucine sells lockpicks.

They sell +6 lockpicks for around 500gp (ish)
They also sell a 'Skeleton key', which according to it's description functions as a +5 lockpick, for around 1500gp, which seems to be charging you three times as much for a worse item, from the exact same vendor.

I'm sure this can't be intentional.
