Eldritch Doom damages neutral blues

The spell text it affects "enemies within 20ft" and this text version says "targets designated by you within 20ft". http://eberronunlimited.wikidot.com/invocation:eldritch-doom

Yet when I used Eldritch Doom in a tent of blue NPCs on the test server, I blasted those those NPCs.
