Can't Add New Notices to Noticeboard

Replicate: Using sheets of paper on the noticeboard.

It is all sheets of paper that are doing this, including notices once valid that have been taken down, attempting to re-post on the bulletin boards causes the error.

Unable to post papers to the notice boards

I'm getting the following error when trying to put up notices on the notice boards now:



The paper does have a title and description; this is happening even with papers that were already up on the board before.
