Tenements Basement Rental Bugs

Tenements basement rental can be continuously rented by different people.

Where: Dementlieu - Port-a-Lucine - Quartier Ouvrier - Tenements - Basement

What: The rental can be rented over and over, despite already being owned by someone else. Instances are shown here and here.

EDITED with clarifications after testing.
