Eldritch Chain no longer jumps to other targets

The eldritch chain description states "The chain jumps to one secondary target per five caster levels [...]". At level 7, my eldritch chain should be jumping to one other target and was working as intended before the September 22 update. As of this latest update, eldritch chain no longer jumps to any extra targets and instead acts as a normal eldritch blast, hitting only the original target. This remains the same no matter what type of enemy is attacked - wolves, spiders, crag cats, skeletons, oxen, gremishkas, minks - and persists after crash.

I can confirm chain no longer bounces to extra targets.
Too many regrets. Lost chances – and with each one passing the less human we all became, and the deeper into the nightmare of power we all sank.

It bounces to at least one target for me, but I am level 10.  I have not seen it hit 3 targets, only 2.  Prior to the patch it was hitting 3 targets max for me.
