Radu and the Garda have beef

Radu keeps attacking the garda, and I have no clue why.

Seems to be happening when the garda hostile to high OCR characters, he attempts to defend the outcast from the garda.

Would it be a simple fix to make Radu part of the Garda faction and set him to count as a rank too high to be recruited?

Anyone who would be hostiled to the Garda, Radu would then instantly proc on them, even in disguise.

Not generally a good idea. The faction hostile system is already being overused in recent.

Still makes more sense for him to go after people wanted by local law just like garda than to bash the garda's skull in.

Radu's spot is garbage, so he in theory wouldn't be able to pierce a disguise, yet would go all in on someone. Makes little sense.
