Exhaustion System - Con Buffs?

I did some testing running a character around with 14 base CON versus 27 buffed CON and found no clear difference between the two regarding stamina thresholds.

1. Is this intended, that buffs(e.g. bear's endurance) to CON do NOT count towards your exhaustion thresholds?

2. If not intended, could we have them count?

It would make sense to me at least if you turned into a giant dire bear, you would have more stamina. Or received a bear's endurance spell.

it might be that your cap only updates when you rest (i.e. it's giving you a higher cap but you're starting at the same point you were at when you transformed)? Since it instantly restores all your exhaustion.

So you'd need to have permanent shape duration (i.e. shifter) to actually benefit from it.
