Blackstaff dropping expertise

When: Hitting something with a blackstaffed quarterstaff while under expertise

Where: Anywhere

What: Seems that while fighting in expertise mode and hitting something with a blackstaffed staff, it will drop your expertise

Not sure if this is a bug or working as intended

I wonder if the OnHit: Dispel part of the weapon is treating it as a casting of the spell and removing expertise because of that..
