Sitting in Counterspell mode causes fatigue - intended?

I imagine it's because Counterspell is necessarily a combat mode, but when I'm just sitting there waiting for a spell to be cast it doesn't make a whole lot of sense for my character to become fatigued if no spells are yet being cast. I'm not sure if it's possible to distinguish counterspell from normal combat, sadly.

It's intentional since it's an action mode. If you're not using it in combat, the best thing is to toggle it off then.
