Voodan Stuck with Zombies

I have a level 9 voodan and I've been casting animate undead and noticed that I still summon a Tyrantfog Zombie despite being level 9. I thought this was due because he is not a cleric, but I tested this on a level 15 wizard and he was able to summon a Skeletal Chieftain.

Just adding for further detail that the above is an illusion school voodan, so 9 -3= 6 after the CL-3 penalty, which puts them in range for skeletal warrior lvl 6-9 normally.

I've tried to recreate this and it seems to work fine. Is it from a gris-gris or a scroll?
