cannot sell items back to the new character merchant

I was making a new character and I noticed this. Every time I buy the item and equip it, I can no longer sell the item. at first I thought this was because I crafted the items but not crafting them did not help.

This happens when you try to sell "edited" items where you change how they look, it also happens with Petre occasionally.
