Profane lifeleech is disabled on Action Server due to PvP settings, though higher level and more dangerous spells are actually applicable, and still usable on PC's (Blindness/Deafness, Curse, for example.)
Assuming it wasn't disabled manually, simply tied to the PvP settings of the server. When I try to use it, it says "You cannot perform that action on a friendly target due to PvP settings.", even when other players are not nearby.
