Garda attacking each other?

Following the most recent reset, something appears to be wrong with npc-factions, several (but not all) garda npcs seem to belong to a hostile faction now and fighting other garda npcs (And probably other npcs as well)

This is most likely due to an isolated DM event. Moving to Fixed for now.
