Dunno if thus is a glitch from a reset.
Attempted to test. Forged copper, iron, and steel weapons at forge. Base items and new exotics like Ankus will not equip in off hand. Weapons like Ankus, bag-nahk, and such do noy grant two weapon defense bonus.
Read some where new weapons had 2 wep. Def bug. However this seems to occur with regular forged common items too.
Test suggestion: Head to forge and make a weapon. Try to equip in off hand will auto equip main hand. New style weapons do same but offer no 2 wep. Def bonus. Large weapons seem to do the same and not apply any bonuses.
Tested yesterday and waiting to today to test again. Also Happy Turkey Day
