I would definitely go with "maybe" at best. Not to be a doomsayer or anything, but the 64 bit build of Arma 3 was particularly disappointing for those of us hoping to find improved stability and performance in that game. Absolutely nothing changed. It can open the path for future optimisation, and we might see improvements to the graphics, but there is no guarantee the 64 bit conversions will do anything noticeable in either department. Still, here's hoping.

I agree that 64-bit architecture isn't a miracle silver bullet, but the 64-bit client for Lord of the Rings Online (recently released) apparently has resulted in significant performance improvements. So it's possible. It really depends, I imagine, on the quality of the conversion.
