Protection Domain Sanctuary Bug?

The Improved Sanctuary ability tied to the Protection domain is acting like etherealness instead of sanctuary. When I try to heal people when it’s active, it fails. Sanctuary is abjuration magic and causes hostiles to ignore you, it doesn’t cause you to go near ethereal. I’m not sure why it should fail if I’m not casting hostile magic.

I agree with Hypatia's reasoning here.

That the ability allows a save indicates the cleric is not ethereal.

My windows cracked, but they can be replaced.
Your arm will tire throwing stones my way.

Just to reinforce. I tested the regular level 1 sanctuary spell today and it too is breaking if you try to heal with it as if were etherealness. I’m not sure why this doesn’t shelter unless you make a hostile action similar to invisibility potions.

If I’m sanctuaries (both level 1 and prot domain power) and I cast a cure spell (or any buff spell Ive tested) the sanctuary effect is immediately lost. It’s not this way in vanilla, and instead only hostile spells break it much like invis.
