I. Any found guilty of stealing from the Count shall be put to death.

II. Those found to have trespassed into the Castle Ravenloft shall be put to death.

III. Those who spill the blood of the Vistani shall be put to death.

IV. Members of the perfidious House of the Dilisnya are forever banished from Barovia, those found here shall be put to death.

V. Those who are found guilty of plotting or acting against the Count and those he appoints to rule are marked traitor and rebel and shall be put to death.

VI. Those who reach above their station, impersonate any office they were not prescribed, or otherwise seek to undermine the Count's authority and those he appoints to rule are marked traitor and rebel and shall be put to death.

VII. Taxes shall be paid to the Count and collected on his behalf by the Burgomaster. They will consist of one quarter of all produce, one quarter of all coin, and one quarter of all livestock. If the account be found wanting, those responsible shall be put to death.

VIII. None but the Count himself may raise and keep an army. Those who defy this edict shall be put to death as traitors.

IX. The following goods are forbidden entry to Barovia and are considered contraband:

- Black powder is forbidden without permit, with such permits being given only by the Count and those he appoints to rule. Travelers entering Barovia shall turn it over or have it seized from them. Those who withhold it and those found guilty of smuggling it in large amount shall be considered guilty of conspiracy against Barovia and will be punished with death.

- Firearms are forbidden without permit, with such permits being given only by the Count and those he appoints to rule. Travelers entering Barovia shall turn them over or have such weapons seized from them. Those who withhold their firearms and those found guilty of smuggling them in large amount shall be considered guilty of conspiracy against Barovia and will be punished with death.

- The Hazlani poppy is deemed illicit and foul. Those found guilty of smuggling this plant, opium, and any other derivatives shall be lashed for each pound they bring - even unto death.

- The works of Rudolph van Richten are deemed treasonous. Those found guilty of smuggling or distributing his works into Barovia shall be punished with blinding. Those found guilty of spreading by tongue his lies shall have that tongue removed. Those found guilty a second time shall be put to death.
