Pricing glitch in Degannwy?

Okay I noticed and I'm not sure whether this counts as a glitch or a bug but the merchant NPC in Degannwy is selling mantle of the biting wind for just one coin. Didn't it used to cost a whole lot more?

Yeah a few of us were feeling like that probably isn't right to have it so cheap unless it was say maybe a special sale? Lol.
