How do I make a Runt?

Looking for an official answer from a DM to link to from my RUNTFIGHT event page to make the process nice and smooth.

Create a half-Orc, choose caliban option.

Stay in the new character area, and ask a DM to make you a runt. A DM can then cycle through head options.
