- Readded most CEP placeables to the palette for DM use.

- Added new councillor's tool.

- Added new DM tool for setting class permissions.

Scripting and System changes:

- Removed some subraces from the subrace setup conversation. These now need to be set by DM if desired.

- Fixed a bug where ECL adjustment didn't reset properly if a wrong subrace was set and later fixed.

- Tweaked growth rates of several dynamic factions to be more dynamic.

- Added new Origin character option and tweaked the subrace selection conversation. Note that this will mean that subrace will have to be set up again for existing characters.

- Added new Half Vistani subraces.

- Tweaked XP system values.
