Widows and orphans of the recently slain Vallaki Guardsmen stand at the Citadel's Gate demanding food. Winter has arrived and Barovians are starving.

The courtyard of the Citadel has become essentially the inside of a barn. Crates of grain, bales of hay, food and futter for both man and beast. A heard of goats, several swine, chickens, and oxen all are tied and pinned up ready for fattening and slaughter. These are the gifts brought to the city by the benevolent Vanda Atanasius and her emissary, the poisoner Nathaniel Byrne.

Prisoner Escaped.... Traitorous Garda... The City is on Lock Down!!! The Vallaki Guard march in patrols of five or more upon the city walls and cobbled streets. Upon their lips they curse a name.... "Bogdan!"

A barovian womans severed head is pinned to the gates of the Government District. It is held only by a single dart forged in the shape of a feather thrust through an empty eyesocket. Written in blood across the gate reads: Parliament Arrives. Prepare for Judgement."

[Word has spread that shortly after the Citadel was seized, Vallaki's forces capitulated and the acting burgomistress Nadia Ionelus formally surrendered to Sargeant Krasimir Svetozar of the Wachter Militia. When the burgomistress was last seen, she was shackled, with a soldier from Krezk holding the chains attached to her manacles. What future awaits for Vallaki?]

The sounds of battle could be heard throughout the government district as the Vallaki Garda held intense combat drills and training that lasted almost a full day and night.

Word of court held upon the fourth of September soon spreads it way throughout the town. In this court:

The city's horse breeder, Festus the Gnome, brought up grievances long left unadressed: his home had been ransacked one year ago by corrupt guardsmen under command of Vasile Pavlenco the traitor and his wife was molested by that same blackguard - it was then revealed that Vasile Pavlenco had been apparently executed by the Wachter Militia when he had attempted to flee Vallaki during the custodianship of Vladimir Ionelus (confusing those who had heard that the same man was months ago terrorizing the streets of Vallaki once more!). He was arranged to have his damages assessed by the steward Orinal Romulich and paid by the end of the month to which he was satisified.

The Toret Siobhan McGilivray, one of the priests of the Refuge of the Fifth Light, petitioned for use of the park in the upper town for use of a festival celebrating the foundation of that temple as well as the people who had it made, the Burgomaster Ionelus consented to this usage of the park by them, and awaits their announcement of the day, hinting that he may come to do them, the builders, and his faith honor.

The priest of the Lawgiver, Kultur Nathrakt, unsuccessfully petitioned for the use of city land for a temple to his faith. The Burgomaster and many members of the council seemed to be visibly uncomfortable about the requests, with the conversation eventually leading to the land in the city either being privately owned or public and that at this time there were no vacancies and that the steward Orinal Romulich would "be in touch".

Lastly: It was announced the the Crafters Guild and the City will be hosting a great trade fair and harvest festival in October, to rise the spirits of the city as well as promote a day of trade and merriment that is certain to swell many people's coffers. As the date draws closer, further information shall be released.

Word of the court held upon October the 23rd soon spreads it way throughout the town. In this court:

It was announced that the city will be formally banning malignant organizations - with any found to be members of these groups to receive severe penalties and even capital punishment. These organizations so-named were the so-called Cult of Vecna, The Fifth Sect Heresy as well as other Ezrite heresies, and the Cult of Erlin.

That the Harvest and Trade Festival will be held the 27th of November - its events and other details will be announced in the coming months.

Word spreads fast throughout the city about the departure of Squad III, the main defensive measure of the city outside of its walls and of the reaction to this absence: the recruitment drive for a militia under the command of Corporal Vladislav Aioanei - a man known well for his much mistrusted heritage: he is a half-elf as well as a bastard. He is said to around eighty years old and hardly looks a day over 30 due to his mongrel caste and has been serving with the watch since he was called into service as a conscript 40 years ago when Strahd von Zarovich called for the invasion of Gundarak. Beyond that he is known from his days as a patrolman for being especially cruel, specifically to those of the Gundarakite race - but also for an expertise in keeping the streets clear of crime and peaceful.

The tiny patrols of the acting militia continue to be carried out in the absence of Squad III, and in the face of terrifying stories of the Bandit King who had been felled by the Corporal Aioanei and the unready few under his command. However, with the coming of the great choking fog, the continued presence of the Chancellor van Holtz, and the stories of terrible monsters as well as the raiding of the Bandit King's "subjects" in the face of his apparently demise there is incredible tension and uncertainty in the city. The garrison does not take itself far from the city's walls and concerns itself only with immediate matters, leaving many on the borders to whatever calamity and evil that passes through.

Beyond this the Burgomaster's office has announced the banishment of several organizations deemed illicit - most under the severest penalties should they be found returned to the Grey City. These organizations are so far named as the Cult of Erlin, the Cult of Vecna, and any and all heresies of the Ezrite faith - the decision had been made during the last held court session in response to various happenings both recently in the city and historically. Along with this, the sinister master of one of the Cult of Vecna, a man named Vocar, has been named for bounty.

In the late morning of the 14th of November Squad III and Chancellor Ionelus returned to the city, with those watchmen preparing to settle back in the traditional role as protectors of the borders.

[Locals who attended court are whispering about a Boritsi Trader who came about, looking to be able to trade within Barovia. Most of the gossip about him seems to be speculation if there'll be an execution in the morning or not.]

Rumor has it the wanted criminal cultist, Nathaniel Kelter, turned himself into the guarda today, laying down all weapons and entering the citadel both willingly and peaceably. The man apparently claims that he is falsely accused and is willingly submitting himself to interrogation and trial.

Ex-Garda Marius Valeriscu was seen speaking with a sentry officer at the gates of the Citadel courtyard. A few Barovian citizens noticed the man handing off a large jingling sack to the sentry officer in what looked to be an exchange in good faith...

Word spreads through the ranks of a scene in the barracks, hushed words and turned heads leering after the victim in curiosity. In the barracks, a private's guard locker is defaced, red lettering dripping down the furniture in crude strokes:

PRIVATE STOLOJAN

OUTLANDER LOVER

The stern Lance Corporal Bozar Trandafir flees under cover of night, with his recent prize of a black stallion, never to return alive. How he came to own such a fine steed becomes a little more clear in the wake of his disappearance; rumour carried on the lips and tongues of the Citadel's dutiful guards:

Thief and murderer.

The leader of the Wayfarer Kinship, the old Loric Ashall, for crimes of disobedience, is beaten publicly with a rod. Accepting his punishment, admitting his lack of respect and endangerment of the city, he is lead bruised and bloodied back to his lodge in the slums. Local opinion waxes between loathing and pity for the man, but the growing disrespect and fear that the native people have for the Wayfarer Kinship plateaus, for now. He will get his house in order, and curb the witchery and criminal association.

Following this, in a further enforcement of respect, a guardswoman breaks a rod across the head of a 'crazed' outlander; some say killing him outright.

As the guardsmen filter out of the citadel in the early morn, some of them bring tale with them of the beating of a woman who goes by Roxana.  Who was brought in the previous day after an argument in outskirts.  The guardsmen refer to her as  "Roxana The Foreigner" a joke that is lost upon many for she looks like an average Barovian.

Late in the middle of the night a horn sounded in the Docks of Vallaki. A private of the Vallaki Guard was seen stumbling into the Citadel from the Docks District shortly after. He was bloody, battered, and most notably his finger nails were pulled off. He was received by other privates and cared for through the night.

[With the dawn, rumors say that Rodica Stolojan has not been seen at her post, nor can she be found anywhere in the Citadel. The people in the streets say she was seen going into the Red Vardo Services building, but had not emerged by sundown. Where she may have gone after that is unknown.]

... Other accounts include that the small retinue of guards were paralyzed by some sort of foul witch-craft while the Lance-corporal crumbled, then promptly get stabbed with a knife multiple times before being whisked away by the masked assailant. It was only after the magic wore that the alarms were sounded.

One foolhardy recruit rushed to this man's defense and died without the assailant even bothering to acknowledge her.

[Rumor spreads of an armored figure having approached the southernmost gate leading into the Citadel's courtyard in the dead of night. Shortly after the gate swung open, horns were blown and much blood was spilled, with reports of various men belonging to the local garrison attacking one another indiscriminately. Despite a number of bodies in his wake, somehow, the armored figure that somehow brought all of this about was nowhere to be found.]

As evening fell, three figures could be seen making their way from the Blue Water Inn to the Citadel, a Corporal of the Garda, a female in Vardo colors, and a short woman in black and blue. When morning came to the Gray City, the Vardo stepped out of the Citadel, accompanied by the Garda.
