     At the age of 500, Førstregel succumbed to his mortality, as all men do.  The Lawgiver’s Code, as set down in The Truth of Iron, dictated that his eldest son Tilbyde would ascend to the vacated throne. Yet, 36 of Førstregel’s younger sons rebelled against this holy law. Because of their wicked selfishness, Torverden was torn by war and bloodshed, and the First People became deaf and blind to the Lawgiver’s Will. The people polluted their minds with teachings of rebellion and disobedience. They polluted their souls with offerings to servile spirits and imaginary gods. They polluted their bodies with men, women and the beasts of the field. Thus was purity forever forsaken. The First People descended into degeneracy and iniquity.  And in the defining moment for Mankind, Tilbyde’s murder and sacrifice to the false god Mytteri. With this tragic crime, the Lawgiver was truly angered, passed the First Judgment, separating lands and nations, confounding speech, and cursing the First People with fallen forms to match their fallen souls. In doing so, He proclaimed, “I have passed Judgment for the first time. It shall happen twice more. Afterward shall come an end.”

     After the First Judgment, the First People were a people no more. They had been divided into numerous nations, cultures, and races. Each race was given a form to match its crimes. Those who reached above themselves, and broke the Divine Hierarchy, were cursed with stunted forms and became dwarves, gnomes and halflings. Those who lent a ready ear to false doctrines and lacked the strength to resist were cursed with pointed ears and delicate frames, becoming elves. The truly wicked were given the hideous forms of goblinkind and caliban.  What remains of mankind, closest to righteousness, lost some of the beauty and strength of the First People, but were fortunate not to be cursed with such disfigurement.

With the Church weakened and disunited, this struggle proved impossible. Save for a few isolated pockets, the world remained faithless and chaotic.

     The rise of Højplads in Nova Vaasa uplifted the Church of the Lawgiver to a position of power and prominence on Faldverden. Yet, there came the day when the Lawgiver returned, and in his wisdom plucked Nova Vaasa from Falverden, and the rest of creation was thrown into the Hell of Slaves for their iniquity, for only the Nova Vaasans were truly capable of being saved. In doing so, He proclaimed, “I have passed Judgment for the second time. It shall happen once more. Afterward shall come an end.”

The Law of Hazlan, as Interpreted with the Bronze Fetters

Bearing False Witness to a Crime: This is a second-rank offense if the crime is of the third rank, or if the offender is an official in the Church.

Bearing Illegal Arms: Ownership of guns or crossbows, except for House troops and Inquisitors.

Confusing the Natural Order: Treating a Rashemani as a Mulani in any of a number of ways, including teaching them to read. In most jurisdictions the possession of weapons by Rashemani falls into this category.

Gambling

Heresy: Practicing or professing an heresy of the first class is treated as a first-class offense on a first offense. Unlike most offenses, this has a defined schedule of punishment for multiple offenses. Second offenses are second-class offenses, third offenses are punished by removing the right hand or tongue (not both, offender chooses which), fourth offenses by death.

Illegal Sports: Running or being involved in various forms of illegal or semi-legal sports, especially blood sports.

Insubordination: Overstepping one's boundaries or status - more practically, annoying someone with the power and inclination to have you whipped.

Irreverence: Failure to offer prayer to the Lawgiver every day, to attend Church meetings at least twice in a week, to interrupt Church meetings with levity or inattention, or any of a number of other ways of showing disrespect to the Lawgiver, the scriptures, or churchmen.

Manslaughter

Mayhem (causing the loss of use of a limb or an eye)

Owning Subversive Literature: Unless the owner is Rashemani, in which case it is treated as a second-class offense.

Perjuring Righteous Judgment: Certain alchemical potions or clerical magics can remove scars, including the brands given by Lawgiver priests in punishment for a crime. Should they be removed, a harsher brand may be given, bound in the Lawgivers Divine Judgement, so that the mark may be harder to remove.

Petty Theft

Subverting the Natural Order: Using magic to commit a heinous act. Necromancy and curses fall under this heading.
 
Tariff Avoidance: In other words, smuggling things that are legal in order to avoid paying the tariff on them.

Mutating the Form: Use of or possession of these alchemical agents is permitted under very strictly limited circumstances to officers of the Church and members of House troops or government officials. Perjuring Corruption of the Form: This is used in reference to non-humans who can appear as humans, such as doppelgangers, lycanthropes, or paka. The punishment for this "crime" is branding, so that the accused can no longer conceal his or her nature, and expulsion from Hazlan.

Sedition

Spreading Plague: Hazlan is plagued by crop and livestock diseases which can devastate whole years’ harvests. Deliberately infecting healthy crops, food stores or livestock with disease is therefore a crime against the whole community, rather like arson in Nova Vaasa. Poisoning or defiling wells also falls into this category.

Unlawful Use of Holy Authority: Using the authority of the clergy to carry out, abet or conceal a crime of the second or third rank—putting someone to death without proper cause is the classic example.

A Letter to the Church in Hazlan

     I write this from the fireplace of an inn in the Vallaki province of Barovia, bearing poor news of the state of this region post-civil strife. 

To begin with, this nation crawls with Skinchangers and Bloodsuckers ever still.  If anything, I believe it may be worse than before.  They skulk in the night, raising the dead, and feasting upon the flesh, upsetting the natural order.  All things that could be fixed, if only the local populace would see the Truth in the Word.  Secondly, the people maintain their apatheism and atheism, yet what is even more troubling is that the control of Concubine and Morninglord Cultists grow.  I have seen both Ezrites, and Halans working in this region, and any attempts to warn them of their nefarious works falls on deaf ears.

Yet the most striking of all, I have found, is that the Ezrites have managed to infiltrate the local government itself.  Their "Burgomaster", as they call him, is in fact an Ezrite!  A follower of the Concubine in the Mists!  Either the Barovian people are doomed, or a more concerted effort to turn the local governors to our cause is needed.

On another note, I have heard murmurings of a recently passed "revolution" in Dementlieu.  Could this be a sign of Myterri?  A push for missionaries to the Mordentish realms is urged, if able.

     Today, we witnessed an execution of a member of the Dilisnya Line.  There is much to be desired in the Barovian system.  The executioner lacks any restraint, a chaotic man working a position of lawful punishment.  Seeing me, a woman told her child to "ignore the cultist, like she taught him."  The Barovians teach their young to deny servants of divinity from birth!  But perhaps this is a defense against the false gods that plague this land?  All the same, the Barovian people are under siege by the Ezrites.

Despite the execution, and their fervent hatreds of the Dilisnya, they do not deny the Ezrite.  Despite the fact that the Ezrite "Church" was founded by Yakov Dilisnya, a man they had set up as a dummy for children to hurl stones at.

Recently your report was brought to his righteous attention regarding your missionary work in the heathen lands to the east.

One specific point of interest is regarding your mention of the corrupting influence of a pagan usurper ruling the city of Vallaki. As I am sure you are aware politics and diplomatic venues are at best, delicate regarding this land and its natives.

Regardless the Biskop desires your continued investigation into this corruption and a detailed account of potential resources and possible future avenues of “Missionary Expansion”.

The Biskop expresses his approval of your service and expects continued progress with attention to discretion and manifest destiny.

You humble me with your quick and concise response to my letter.  You have my word that the continued push for conversion in this land will continue so long as the Church desires.  

I have been observing the station of the pagans here in Vallaki, and am shocked at their control.  The Burgomaster aside, the Church of the Concubine has constructed a large cathedral called the Refuge of the Fifth Light, as well as housing for their so-called priests and Templars, in the most wealthy district of this city.  Their Templars walk the street, armored and armed, watching over everything.  No doubt asserting their territory here.  Most troublingly, there is rumor that the Burgomaster had the "priest" of the Concubine speak at an event, though if rumor is right, they received an icy response.  Blessed be the Lawgiver if this is true.

On the subject of the Church of the Morninglord, the Giver of False Hope:  This young cult perhaps has the strongest following in this region, mislead by these notions of "hope".  We know that the Lawgiver is the only source of hope, through our divinely mandated toil.  Their priests continually state that they will "pray for me", and "hope I see the light", when we know that this is but a smarmy tactic of an inferior religion in a feeble attempt to defend its dogma.

On this morning, as I assume you have seen, the very skies went dark.  The very ground shook.  It is known that the heads of our righteous Church have warned for years that the Lawgiver's Third Judgment comes on swift feet, and that these events herald similar instances such as the Grand Conjunction, and the time of Hazlan and Nova Vaasa's entry into the Core, in the Second Judgment. 

Already, I am sure, the Church of the Concubine will attempt to claim this is a sign of their own "goddess".  We plea, if it be in the Lawgiver's Divine Will, that missionary efforts be pressed tenfold across the Core, and especially in Barovia, to stifle the heresies of the Concubine.

The Teeth of Saint Grislev

I was approached by Kontor Aossoz during my visit to the Nordenval Fane.  It appears the rest of the Church is as troubled as I am regarding the events around the Core, and there is a push to collect the holy relics of His Divine Church.

With the Insurrection of 770 in Port-au-Lucine having passed, we now know that the Teeth of the Blessed Saint Grislev have been stolen by common brigands and thieves.  

These teeth are of importance to the Church, as they belonged to the faithful martyr Uri Grislev, who died bringing the Lawgiver to the Blausteiners.

I have begun a process of investigating the various outlanders from beyond the Mists, by accompanying them on trips to slay the vile beasts of this land.  In doing so, I have learned that many of these individuals are witches, and have little respect for the Iron Lord and His Word.  Some, however, attempt neutrality on the subject of the True Faith.  As we know, neutrality is the same as inaction, and is of no better light than the naysayer.  However, they have had their purpose, so far.

I have witnessed strange, and vile things in this land.  An undead, tentacle horror known as an Alhoon dwells in the mountain, and any attempt to slay it has only resulted in it returning shortly after.  Maintaining a complex filled with dark experiments.  Upon temporarily slaying it, we returned to the surface, and to my surprise we encountered a small city within the mountain carved by Dwarves, where they worship false gods!  Only evil can come of such notions.

The Iron Lord has blessed me these past days, and I am now capable of performing somewhat more impressive miracles, such as to spark flame upon my whip, or empower the body and mind.  I shall inform you of my findings and further developments.

How I did not notice this before, I do not know.  Outside of the Vallaki area, to the west, starts what is, or used to be, the Wachter lands.  The Fourth Sect of the Concubine has taken control of what appears to be a large keep, though I was unable to approach any closer, as any who do are shot on sight.  They also control a series of farmlands nearby.  They are slowly converting those living here to their false beliefs, a terrible thing.

Our church must surely respond to this, before the Concubine's followers gain too much ground in this country, but that is simply my suggestion.

The prior day, I bore witness to the worst of my fears.  The Burgomaster of Vallaki, Svari Ionelus, ventured to the Ezrite rectory, where recently arrived officials from the false church of the Concubine were staying.  There, he no doubt knelt prostrate before them.

I preached, briefly, to the guardsmen standing guard, regarding the dangers of the Ezrite.  I was rebuked.  The next day, the citizens of Barovia heard of this.  Some were infuriated, and marched into the city to protest.  I attempted to turn their eyes to the Lawgiver, but their ignorance turned them against me, thinking me Borcan.  I was swarmed, and I was nearly made a martyr for the faith.  I prayed, prayed for salvation from the Iron Lord as guardsmen nearby simply watched as I was beaten.  And then, the Iron Lord answered my prayers.  He sent true conduits of the Law, guardsmen who place the Law over their own petty differences.  They drug me from the crowd, and saved my life.  I believe this may be a sign.  My shed blood is worth this task.

Not days ago, I encountered a foul witch dwelling in the Vallaki area.  This is hardly a notable fact, as there are many witches amongst the Mistborn people.  This witch, however, was found to be a Halite.  An elf Halite.  Angered by my witnessing to the people regarding the nature of the lesser races, she returned a night later, and like a coward slew me with her witch magicks.  With the assistance of her fellow Halite, named Sister Petal, they tossed my body into a pit filled with Daemons!

I was recovered by my brave Gudkaede, who managed to trick the witches into revealing the position of my body.  It was recovered, eventually, after having been moved.  As you likely know, the body was returned to the Nordenvall Fane, where the Iron Lord in His wisdom brought me from death to continue my duties.  This situation is proof of the Halans working with daemons.

On another note, I have found that there is little chance of converting the Mistborn population, as many are from the lands of Faerun.  As we know, a heresy of the Iron Lord existed there, called the Banites.  A cabal of daemon worshippers who twist the word of the Iron Lord.  They are wholey convinced that the Church of the Lawgiver is amongst these heresies.

I have arrived in the village of Krofburg.  It is a sleepy mountain town, where the Dementlieuse Bellegarde Company seems to hold heavy sway.  The men work the mines, and the groves, and the women tend to the home and children, though some work the mines and orchards as well.  They are a hard working people, and I believe the word of the Iron Lord may reach them.  Time will tell.

The weeks since last I reported, we have received two new of the faithful.  Ossur and Thola Fezim.  Ossur, I have accepted into the Gudkaedes.  This Thola shall remain a laywoman, however, as she is a student in the Red Academy.  A wizard, and one with growing ability.  Even if I distrust the arcane, as one must as it is in the Iron Lord's will, I will not alienate the woman as we can not afford a potential Red Wizard to turn against us, or fall to evil.

Most notably, we have discovered an abandoned temple to the Overseer of Darkon.  This temple collapsed in on itself during a time of great trouble, its occupants all dying by the hand of its leader.  Now, their souls haunt the halls.  My Gudkaedes and I struck this place, and Gudkaede Ossur proved himself greatly by squaring with the leader of the temples spirit, and crushing him.  This is no doubt a sign that the faith may grow in this region.  Perhaps it may be possible, in the future, to cleanse this temple and repurpose it as a bastion of the Iron Law.
