No, not every prestige class is like that. But anything belonging, very blatantly to some organization as something that is the prestigious training, and inside organization, yes. A Red Wizard, Harper Scout (which is based on the Harper Agent, they literally have a Harper X class for like 3840923089482 different concepts, even Harper Toaster), something belonging to a religious order such as Doomguide, or an Anchorite of the Mists, have their own blatant restrictions that essentially mean you have to have been successfully brought into an organization of some kind to qualify to have been trained or given access to their secret info.
A level 2 character isn't limited to just being some poor schmuck, but you're quite literally a beginner, having just doubled in level (a great start, but you're nowhere near what it takes to have had any super crazy adventures You never slew the dragon, you didn't kill the orc warlord - you were at best running through a field on a foggy night after having just stolen from the local Temple of Helm and wound up in a Hamlet you're unfamiliar with... and now you're somewhere you've never been before). Having one level in a base class has already marked him/her as being 'exceptional', they aren't a level 2 Commoner, or a level 2 Warrior, but Fighter, a Barbarian, a Wizard - but, a level 2 character, still is not getting access to these things.
A level 2 character is scrub, compared to the MLG pros who are finally capable of being trained into these organizations. Even for something like a Harper Agent/Scout, you have to get at least, 5 or 6 levels to even begin to get their training. A level 2 wizard will have not have had the prestige to have been trained as a Red Wizard of Thay, who has to have some considerable feat sink and development of their own skills. To claim to have been exposed to these things in any significant manner to have learned them is cheesing and beyond what a level 2 could know or understand.
That all said, once your character is in Ravenloft they could explore and learn and develop here. Which.. is sort of the point! You get to have the fun of making the story here, based on your cute little background that is humble and appropriate as per the rules we have provided. It's cool to aim high, but you're going to have to aim high from the base of Mount Ghakis, not Mount Waterdeep.
Also, what Blue said is the truth, we won't see these two prestige classes, and as it stands, while its easy enough to make a prestige class, its fairly time consuming, and with the devs who might do that focused on their own implementations of stuff, well, it's a big dream to add anything that would be appropriate because they're not paid in anything but love, hugs, and praise and are humans who have limitations, such as sleep and hunger and interest. beep boop
