Half-Elf, Half-Vistani (Giamarga) - Possible?

EO while we're on the topic could the normal half-vistani race be looked at too? Some of the tribe's bonuses are useless with our new updates in the past years ala the one tribe which gives + to craft weapon or armor, could it be setup it gives you a free level in a picked craft? i think others might be in a similar state
