Do not full half-orcs count as orcs for favoured enemies?
Not in NWN, the favored enemy script is hardcoded so it can't be altered. Bioware didn't make half-orcs count as orcs for a ranger's favored enemy ability and we can't change it to make it work that way.
And TAnaruks are not native to Ravenloft either, and still more common than Tanaruks in FR.
Yes, but that is irrelevant and not the reason why we don't currently have orcs as a subrace. Tanarruks are included as a half-orc subrace because they are still technically half-orcs (their non-orcish half happens to be fiendish instead of human), so they would be considered the same as half-orcs in the NWN game mechanics.
We're planning on doing a hak update at the end of the year, and had discussed adding full-blooded orcs at that time. It'll also require a database plugin and script similar to what we did to allow cleric domains to be changed.
