Shouldn't people being under the rain affected or something?

Something like:

Fortitude check based on wind speed and temperature.

If failed... you get a temporary sickness (cold).

To avoid this you need an umbrella.

Lets all use umbrella  :lol:

We are too grim dark to let a thing such as rain affect our brooding time, we use it to think of our dark pasts while standing in the rain.

Also they'd have to uncross our arms to move. THAT CAN NEVER HAPPEN, IT WOULD BE CHAOS!!!

Not to mention it rains like.. every day in Barovia, when it's not snowing or some other form of precipitation.

Proper Barovian's don't use umbrella's.  They use cloaks and hoods! Sometimes even sewer grates!  ^.^ And sometimes..just go indoors.

I agree but what -would- be nice is if there were less NPCs around outside and those that do go by run from one door to another if its raining.

npcs equipping hoods or the occasional umbrella would be nice too

It rains so often, most Barovians would probably just continue their every day activities. They can't really afford not to.
And from a gamedesign point of view, I think the resources of the development team are a lot better spend on other things.
