isn't there a way to stop guards from attacking you if you're cloaked?

i entered the town of Vallaki a few days ago - my char has 103 rep - and got attacked on sight, even though my char looked nowhere near the last time i entered the city and his face was covered.
i felt that rather unrealistic.

You can, but you have to wear a (preferably different) hood/helmet, and pass influence checks.
