Various things, depending in what condition you're in. MPCs use the self ones for shifting between forms and the other for inflicting their special abilities upon others. I don't think they do anything for others.

They really do things? I thought it was just a useless CEP addon for customizing the character that POTM didn't use.

Yea, they are mostly used for MPCs, for example ghouls have the ablity to consume corpses and gain hp, which is done via this. vampire powers/forms are controlled by these feats. so yea they do stuff. It just so happens most will not have to use them.

They're also for certain subraces, I believe.
