Do I install the updates yet...or not?

So, been gone for three days fishing...I can't seem to find a definitive answer on the forums.  I downloaded the 1.9 Hakpak and CEP 2.4, but should I install them yet?  Don't want to screw anything up if they are not fully live yet...

they are live, install them or you won't be able to get in game
