Barovia 21700 or 217000

I think there is a big error on the Barovia discription in the core rulebook for Ravenloft DnD 3.

In the Barovian population section it says 2,17000. Which looks very strange. I believe it should be 21,700 since it seem fitting for a nation of Barovias size compare to its neighbours and the enormous Darkon with a bit over 100.000. Would be bit strange if Barovia has double the population of Darkon but one never know. So you people more knowledgeable then me of the beautiful and haunting lore of Ravenloft...what is the answer to this?

Positive it's 21,700. Towns like Vallaki are barely around 1200 people or so, and I'm going by heart.

According to the Fraternity of Shadows, the population should be 27,700.

27,700 it probably is then I didn't double check when I sat down to write this an hour after I read it.
