In my opinion just rolling an antagonize and emoting *glares* Is bound to be ignore. ESPECIALLY if you've got high skill in it is necessary backing it up with roleplay / Pc appearance etc because why else would you have a score of 30+ in such a stat. Roleplaying your stats and skills is neccesary with the high ones as well not just the low one. And much like playing a character with a really wicked charisma, int or wis score I'd say social skills at such levels require A LOT more creativity from the player roleplaying this character.

Also note that there's no official ruling that says people have to get scared just because you roll a stat. I've seen on numerous people how people try to force roleplay by persuade / intimidate rolls without backing it up with RP.
