For those interesting in gaining some dev or dm support for a new faction, the best course is to first dedicate some of your own time and initiative. I think with the Ezrites, we played for a few months without being an officially supported faction. We used pms to communicate important ooc or ic information as well.
If players can demonstrate to the rest of the community, that this faction would be an assett to the setting, and something worth while for the dev's to give their time to, then you'd be in a position to advocate for a forum space for the faction, and dev support. Players reps could then advocate on your behalf, as we've done in the past.
First things first basically. Like the saying, "If you build it, they will come." It takes time and patience to build up a faction, until it has a life of its own, beyond that of the individual.
