Where: Dementlieu - Port a Lucine - Quartier Ouvrier - Hospice of Hala; Mother Klara
When: When asking for her to cleanse of disease and illness.
What: Level drain is not removed (I recall a similar bug for the Halan near Outpost Zeklos that was fixed)
Recreate: Ask for her to cleanse a level drained PC of disease and illness

This is maybe intentional? Likewise, Lizuca at the Sanctuary of the Coming Dawn cannot remove level drain. When you ask for an NPC healer to "cleanse you of disease and illness", they just cast Remove Disease, which also cures ability score damage, but doesn't cure level drain. The only spell that fixes level drain is Restoration, and I'm only aware of 2-3ish NPCs that cast that one.
It would be nice if more NPCs could cure level drain, since usually you need to sprint all the way to Western Barovia, even if you're in eg. Dementlieu. But iirc it's a design decision to encourage seeking out player clerics.

Its just funny a Halan in the woods can do it but not the one in Dementlieu! Yet I understand the Lawgiver Fane can do it too.

NPCs able to remove level drain have a specific dialogue option for it, separate from "Disease and Illness". Agreed that the Sisters of Hala in Dloo should be able to heal it, given it's a higher level area, and that so far we only have a few NPCs able to do so.

This is also the domain where the flowers on the side of the road cure it, wouldn't mind if someone sold the potion.

That would take away from speaking with players that are either herbalists or have the ability to remove such effects. That would go against the intended purpose since we're all about player cooperation

I'll fix this (which NPCs cast Greater Restoration is rather inconsistent, so we'll fix that too, and change it to Restoration instead).
