Title: Hexblade Curse and NPCs

Two bugs I'll report that I tested on the test server in regards to Hexblades interaction with NPCs.

First bug:

Firstly, Hexblades' Curse specifies it's a free action and makes no mention of somatic or verbal components, only that the target must be visible.  The implications in my mind is that there is no verbal or somatic components to these curses, you can just do them (I've also looked at any source material I could find and couldn't see where it classified the curses as something that requires identifiable features).  Therefore, NPCs shouldn't be able to detect that hexblades are casting anything and there shouldn't provoke the warning.  However, they do indeed provoke the OCR hike and NPC reaction despite the only visual effect that players get is only on the cursed target.

If this is intended, then I'd ask that there is some sort of statement put out regarding how this is ruled when done in front of players.  There is no way for players to determine who a hexblade is in a group of player characters if someone is cursed in front of them, based on the wysiwyg rule.

For the second bug:

Creatures that are already under the effect of a hexblade's curse and are cursed again provoke the OCR increase when this is done in front of NPCs, even though there is no visual effect and the curse doesn't go through.

Mostly unrelated to the bug, but I do wish that Hexblade curses could be done subtly, simply for reasons of curse thematics in Ravenloft and for masking an evil PC's presence. You could even have Hexblades get a feat automatically like subsonics that lets them toggle the spell effect for RP purposes, though if it was an option of only one or the other I think no effect/a more subtle effect would be more fitting than a purple airstrike marker.

I'll remove the OCR checks (like Bard/Curse Song, even without Subsonics). Though for now I won't revise the VFX. That being said, it shouldn't be flung left and right around NPCs.

This should now be fixed.
