A note is left on the Sanctuary door and the tavern opposite... It reads:
OXEN THEFT IS A SERIOUS CRIME!
Anyone found stealing oxen will be prosecuted and found guilty under the Laws of Vallaki!
Theft is a serious crime and the law will not tolerate it.
7. Let it be known by all that he who commits thievery will be punished according to the scale of his theft; he will additionally make restitution of the full value; if he or his sureties cannot, he will lose a hand. The thief who continues to flout the law of the city of Vallaki will be put to death.

His handwriting isn't great... but it reads clear enough and it was written with seriousness and care.
