If you have a miner's bag (inside a container at least) and use it directly on ore that you have not yet picked up, the weight you are carrying does not increase.
I've also noticed that you don't always lose the weight when you dump the bag either, but I'm less sure of the exact circumstances that trigger that. For example, when I've emptied the bag directly into the smelter, it doesn't seem to lessen my carry weight immediately.
Both error conditions can be corrected by equipping armor or clothing. That is, the weight updates when the equip action is performed, so that's a work around.

You can also remove the weight of your weapon entirely if you unequip it directly into your bag.etc.
This is a known hardcoded issue that items that have weights adjusted wont update their weight until something triggers a weight check such as picking up/dropping a new item or moving things into or out of bags afterwards.
No fix for it, you can post it to beamdog though.

FWIW, from memory my armor can't be unequipped directly into a bag; it must first be put into inventory and then put in the bag. Maybe this is to prevent what you're describing. Not in the game at the moment so I can't check.
Anyway, I have never noticed this anomaly before, but in the case of a miner's bag it's pretty significant and might be fixable because the bags as custom items could be made to trigger the weight check whenever used on ore (?).
Not a Dev so I don't know, but otherwise it means the bags can be used to carry (literally) a ton of ore without any encumbrance.

Does not seem to be. Tested with miners bags and bundles of wood.
To recreate: Have bag/bundle in a container. Pick appropriate item up directly by using the bag/bundle on the crafting material. Weight will remain unchanged until some other action triggers a weight adjustment.

Yes. But most of the time a crafter will have these stored in weight-reducing bags to minimize encumbrance legitimately.
