Title: No casters in certain dungeons?

I've been surprised to see that some dungeons don't seem to have any casters left in them. The last few times i've been to the Ghastria bandit cave and to the reaver's cave, I haven't seen a single caster in both caves. Is this something intended? It really lowers the CR of those dungeons, especially in the bandit cave.
