- All magicians, foreign and domestic, who wish to practice their talents in public or in private within the boundaries of this fair republic (or make use of any magical items or paraphernalia), will be required to register themselves, providing their name and their country of origin, along with a one-time processing fee of 1,000 golden solars, to a member of the Gendarmerie. The Gendarmerie will, in return, issue them a "License to Practice Magic". If a member of the Gendarmerie or public official has reason to believe that the magician is using his or her talents in a reckless manner, the license can and will be revoked, and may not be re-issued.
- Those who practice magic without a license, be it a work of trickery or legerdemain, or something that is in fact supernatural, will be struck with a fine equal to 2,000 solars, upon the first offense. Upon the second, they will be issued a fine of 5,000 solars. Upon the third offense, they shall be arrested by a member of the Gendarmerie until a more severe sentence will be decided upon by a magistrate.
