I don't usually get to read half of the load screens since my computer loads extremely quickly, but it's not going to mention who they are because it can't be changed later as the list needs to be amended. It will just say that a list can be found on the forums.

I think it was going to say "A list of those who are presently on the community council can list those presently on the community council."

That's just an educated guess though. I used my context clues.

I dunno, maybe it says "A list of those who are presently on the Community Council can be forwarded to your local authorities for investigation." We'll never know!
